My first character to 70 had no issues, but I have seen on WowHead that both mains and alts can run into this bug. I can confirm that I’ve completed all other steps of the “Dragon Isles Emissary” chapter, but “Open Orientation” has not triggered. Because of this, the “Dragon Isles Emissary ... Absolutely must be a Level 60 for questline to open! If anyone cares, you can still go to the Dragon Isles even without the quest.
